During the past few years, we have received mail from the "Vegueria Episcopal Servei d'Emissions" in Andorra la Vella, offering their different para-philatelic products; Labels imitating stamps, souvenir sheets, completely unnecessary postcards with the imprint "Franquicia Interior" and other similar items destined to mislead the uninitiated collector. Whilst we can well dispense with the items offered, it called our attention that the covers in our possession containing these offers, dated between August 1989 and December 1990, all carry a rectangular rubberstamp in red with the text "REVISADO POR SEGURIDAD" (inspected by security). The rectangular box measures 70 x l5mm.

We are not aware where and when this rubberstamp was applied. Theoretically, it could have been applied in either Andorra or Spain, but we are inclined to believe that it was applied at the office of the Vegueria, but we cannot prove it.

We fail to see the practical-purpose behind this marking. Does it indicate that all correspondence leaving the Vegueria is especially scrutinized for its contents? If so, by whom? We can presume that many hundreds, if not thousands of offers, are mailed to stamp dealers, the philatelic press, individual collectors etc. If a large number of letters are mailed at the same time, would it be necessary to inspect them one by one and then apply the "REVISADO" marking?

No matter which way we look at it, we cannot see any practical value. Perhaps one of our members, especially those with connections in Andorra, can provide some additional information, which would explain the reason for this rubberstamp.
